Building at the Crossroads

Barndominium builders serving Hammond work at one of the busiest crossroads in south Louisiana. Interstates 12 and 55 intersect in the city, which sits about 45 miles east of Baton Rouge and 45 miles northwest of New Orleans, northwest of Lake Pontchartrain. Hammond is the largest city in Tangipahoa Parish, with 19,584 residents in the 2020 census, and the parish around it offers a mix of wooded uplands, small farms and, to the south, swamp and marsh.

Permits: city or parish

Inside Hammond's city limits, the City of Hammond Building department takes building permit applications and has its own permit technician and code enforcement staff. Outside the city, Tangipahoa Parish's permit office lays out the steps to build a home: 1. Get an address for the property from the parish 911 office. 2. Bring a survey or deed and your building plans; the permit office runs a flood determination and a plan review. 3. Apply to Environmental Health for sewer approval, with the survey or deed. Offices are in Amite and Hammond. 4. Return with plans, application, sewer approval and fee to pick up the permit. A homeowner acting as their own contractor brings a notarized homeowner affidavit, and a home in a subdivision needs a DEQ storm water permit. Driveways and culverts take a separate permit application, and electrical, mechanical and plumbing permits are issued only after the building permit.

Codes the parish enforces

The parish permit office enforces standards from the Louisiana State Uniform Construction Code Council and notes that the 2021 building codes and the 2020 National Electrical Code took effect January 1, 2023. That cycle added energy code inspections for new homes and updated roof underlayment and nailing rules for high winds, all of which apply to a barndominium the same as any house.

Reading the flood map

Tangipahoa Parish explains that older flood zone labels changed without changing meaning: C zones became X zones and B zones became shaded X zones, and neither requires federal flood insurance. When two zones touch one structure, the more hazardous zone is used. That rule matters for a long barndominium with an attached shop, since one end of the building can sit in a different zone than the other. The parish permit and planning offices keep copies of elevation certificates, and updating one with a surveyor is how owners document a lower-risk zone.

Soil named for the parish

The USDA's Tangi soil series has its type location in Tangipahoa Parish. It formed in loess over older Coastal Plain sediments, sits on side slopes and narrow ridgetops with slopes up to 8 percent, and is moderately well drained. Its fragipan starts 18 to 38 inches down and is very slowly permeable. Most Tangi soils are in pasture or pine woodland, which describes a lot of the land buyers look at around Hammond. For a slab, that dense layer means water lingers in the upper soil after rain, so pad construction and grading are the first priorities. For a septic system, it is one more reason the Environmental Health review comes before the building permit.

North versus south of town

Tangipahoa Parish covers 823 square miles. Most of the parish south of Ponchatoula is coastal swamp and marsh, with gray-to-black clays and peat beds, while the piney woods lie inland. Those southern soils are a very different foundation problem from the uplands. If your land is south of Hammond, expect deeper investigation of the ground and a hard look at floor height.

Hammond's roots

Peter Hammond, a Swedish-born former sailor, settled here around 1818, growing trees for masts and making charcoal for New Orleans. The railroad arrived in 1854, the junction became known as Hammond's Crossing, and the town was chartered in 1889. It later became a strawberry shipping point, and Southeastern Louisiana University, founded in 1925, is one of its largest employers. Highway, rail, air and water access have made Hammond a distribution hub.
